Farming out climate action

According to the European Environment Agency, agricultural emissions represent a tenth of the EU’s total greenhouse gas emissions and agriculture is also a major cause of environmental degradation.

Would pricing agricultural emissions make the cost of cleaner alternatives more competitive, incentivise behavioural change and raise revenue for a just transition, particularly for small-scale farmers?

This paper explores the potential and limitations of a possible future Emissions Trading System for Agriculture (Agri-ETS) and presents a series of recommendations on this issue.
