Carbon Market Watch has joined 21 NGOs, trade associations, and businesses in a joint call for the inclusion of waste incinerators and landfills in the EU ETS. This initiative aligns with the EU ETS public consultation process, which will run until 8 July 2025, ahead of the legal review by the Commission due by July 2026. Incorporating waste incineration under the EU ETS will result in emission reductions of at least 4 to 7 Mtonnes in 2030 and 18 to 32 Mtonnes in 2040 while boosting recycling, sorting, and waste prevention. The reform should be backed by strict landfill rules, including bans already applied by some Member States. The call comes as the Commission is mandated under Article 30(7) of the EU ETS Directive to present a report by July 2026, assessing the feasibility of including waste incineration plants in the EU ETS starting from 2028.
