Financing the coal exit: Are transition credits a hype or an effective climate tool in Southeast Asia

This report examines whether coal transition credits can play a meaningful role in financing the early retirement of coal-fired power plants (CFPPs) in Southeast Asia. It draws on insights from ten experts who responded to a Carbon Market Watch survey on this topic.

The research demonstrated that while experts believe that theoretical opportunities may exist, these are few and highly conditional. Overall, respondents expressed cautious and scepticism, emphasising significant uncertainties and risks that could undermine both environmental and social integrity. Concerns centred on the environmental credibility of credits, weak governance structures, challenges related to a just transition, and substantial uncertainty regarding market demand.
