Project comments on the Barro Blanco Hydro Dam CDM project, Panama

We consider that the Barro Blanco Hydrolectric Project should not be validated as a Clean Development Mechanism (CDM) project; because this hydroelectric project completely fails to fulfill the condition of additionality required by the CDM; the Panamanian Designated National Authority (DNA), the National Environmental Authority (ANAM), is marred with conflicts of interests; and the Government of Panama has systematically violated the human rights of the Ngobe indigenous peoples and peasant communities that will be directly affected and that have opposed to the construction of this project since 1999.

Open letter to Environment Ministers and delegates of all UNFCCC Parties: Increase ambition and close loopholes at COP18

Submission to UNFCCC by 156 groups on increasing climate change responses and closing loopholes at COP18. Of note, CDM additionality rules need to be fundamentally reformed and significantly strengthened to avoid non-additional credits which further undermine already weak targets. Double counting of carbon offsets in host and investor countries must be stopped. As well, new large-scale power supply projects, in particular all fossil fuel-based projects, should be banned and the issuance of offset credits from existing projects should be ceased. Countries should use other mechanisms than project-based offsetting to promote lower-carbon power production.

Comments on Validation of Nallakonda Wind Power Large Scale CDM Project, India

According to our research, there are serious deficiencies with the local consultation process as there has been deficient communication from the project developers’ side with the local communities, absence of information through local newspapers or in the local language. Furthermore, significant negative environmental and social impacts have been reported by local inhabitants the need to have been completely omitted in the PDD. The PDD also lacks substantiation of factors / parameters / statements that are considered crucial for registration of CDM projects with the CDM EB. The transparency level and detailing aspects are lacking in the PDD and the project participant (PP) fails to demonstrate that they were not intentional by including all the crucial details.
