Analysis and suggested amendments to the European Commission’s revised proposal for the EU ETS for aviation

The European Commission’s proposed revision of the EU’s Emissions Trading System for aviation and implementation of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) lays out the groundwork for the welcome phasing out of free allocation. However, it fails to uphold, let alone strengthen, carbon pricing for the aviation sector by prioritising the risky and ineffective implementation of CORSIA over a full-scope inclusion of flights under the EU ETS.

Principles for market-based measures to decarbonise international shipping

Submitted by the Clean Shipping Coalition (of which Carbon Market Watch is a member), this document summarises the key principles that any market-based measure (MBM) agreed at the International Maritime Organisation (IMO) level needs to follow in order for it to be a fair and effective tool for contributing to the decarbonisation of international shipping.

Carbon Market Watch response to Inception Impact Assessment on Effort Sharing Regulation (ESR)

We regret that the Commission did not include a policy option that would ensure the current climate policy architecture is maintained in order to raise the emission reductions achieved by the Effort Sharing Regulation (ESR), Emissions Trading Scheme (ETS), and the LULUCF Regulation as three separate but mutually reinforcing policy instruments. The three options presented…

Carbon Market Watch reply to the European Commission’s Inception Impact Assessment for updated rules to the EU ETS aviation coverage

Carbon Market Watch (CMW) welcomes the opportunity to provide feedback to this European Commission Inception Impact Assessment (IIA), and urges the Commission, Parliament, and Council to adopt measures which strengthen the EU’s climate action in the aviation sector, as it currently falls short of the required level of ambition to meet the Paris Agreement’s objective…

Carbon Market Watch response to public consultation for the EU climate ambition for 2030

EU climate policymaking should be informed and aligned with the latest available science and the EU’s commitment under the Paris Agreement, in particular the objective of limiting global temperature rise to 1.5°C. In light of the EU’s capacity to act and principles of global equity, the Union should achieve at least 65% emission reductions by…

Carbon Market Watch’s input to ICAO public consultation on greenhouse gas programs

The International Civil Aviation Organisation (ICAO) invited greenhouse gas programmes (i.e. standards) to apply for assessment against the CORSIA Emissions Unit Criteria (EUC) by the Technical Advisory Body of ICAO. 14 organisations responded to the call. The public was invited to submit comments on the responses to the call for applications, including regarding their alignment…

Recommendations for CORSIA

Prepared for the Bonn Climate Change Conference 30 April – 10 May 2018 Carbon Market Watch welcomes the opportunity to provide input to the APA discussions as they relate to the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)  agreed in October 2016 at the International Civil Aviation Organization (ICAO) 39th Assembly, and corresponding…

Climate Action Network and Clean Shipping Coalition joint input to the Talanoa Dialogue

CONTRIBUTION OF THE GLOBAL SHIPPING SECTOR TO ACHIEVING PARIS AGREEMENT CLIMATE OBJECTIVES After a long period of operating exclusively under sail, the shipping industry transitioned first to coal-fired steam engines, and then to fossil-fuelled internal combustion engines. Today the fleet almost exclusively uses large four and two-stroke marine diesel engines, fuelled for the most part…

Climate Action Network and International Coalition for Sustainable Aviation joint input to the Talanoa Dialogue

CONTRIBUTION OF THE GLOBAL AVIATION SECTOR TO ACHIEVING PARIS AGREEMENT CLIMATE OBJECTIVES EXECUTIVE SUMMARY The aviation sector is a top-ten global emitter whose emissions are expected to rise dramatically by mid-century. Under current scenarios, the aviation sector could emit 56 GtCO2 over the period 2016-2050, or one-quarter of the remaining carbon budget. It is critical…

Recommendations for APA Items 3, 5 and 6 as they relate to bunkers targets outside of the scope of NDCs

Prepared for the Bonn Climate Change Conference 8 – 18 May 2017 International aviation and shipping emissions, referred to as bunkers emissions, are principally dealt with under the UN processes of the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) respectively. However, they also significantly interact with the Paris Agreement. International emissions…
