The recent EEA report “Trend and projections in Europe 2013” shows that Member States are on track and will achieve a 24% reduction below 1990 levels in 2020. The report shows that reaching our climate targets was possible and much easier than planned. Yet, the current rate of progress is far from enough to achieve 80-95% reduction by 2050. The new numbers also reveal that Member States have spent more than 2.3 billion Euros on international offsets to achieve their Kyoto targets while neglecting investments into renewable energy and energy efficiency measures.
In December 2013 the European Commission is expected to publish more concrete proposals for the 2030 framework for climate and energy policies. Providing a legal framework for key sectors and gases currently covered by the Effort Sharing Decision (ESD) will be crucial to deliver significant emissions reductions up to 2030 required to keep the EU on a competitive low carbon pathway. Effective policies in the ESD sectors, especially transport, buildings, agriculture and waste, can yield additional benefits such as job creation and improved public health.
This event will provide the opportunity to discuss the progress achieved so far by EU Member States towards the 2020 targets set at EU level, overall ambition levels and cost effective mitigation potential needed for these sectors by 2030. In the context of the EP report on the 2030 package, discussions will focus on improving the design of the ESD for better investor certainty whilst preserving environmental integrity and overall flexibility to meet the climate targets.
