Carbon leakage is a very contentious issue in the ongoing discussions on the revision of the EU Emissions Trading System (ETS). In light of the Paris agreement where almost 200 countries have agreed to take climate efforts after 2020, European policymakers are currently debating what are the risks of carbon leakage in the future. How can the EU ETS promote industrial innovation and help ensure that European industries do not fall behind global competitors in terms of carbon efficiency?
